Suspect arrested after alleged assault

A Minot man has been arrested and charged with three felonies after an investigation into an alleged assault at an apartment in downtown Minot on Saturday afternoon.

According to a release from the City of Minot, Minot police officers were dispatched to a downtown apartment for reports of a suspicious male inside the building. Upon arrival, officers were initially unable to locate the individual. During the investigation, the officers heard screams coming from inside an apartment.

The officers entered the apartment and found the suspect along with the alleged victim. Investigators determined the female victim had been allegedly sexually assaulted, held against her will and had her breathing obstructed during the assault.

Kabar Hikeem Vines, 32, Minot, was arrested at the scene without further incident and transported to the Ward County Jail on charges of gross sexual imposition, a Class AA felony, and felonious restraint and aggravated assault, both Class C felonies.

According to city information, it was determined Vines was known to the victim and was known to spend significant time at the apartment building due his acquaintances living there. The victim was transported for medical evaluation, but the extent of injuries was not immediately known.

Vines made his initial appearance in North Central District Court on Monday.
