Defendant sentenced for meth delivery

A Minot man who pleaded guilty to one Class B felony count of delivery of controlled substance-methamphetamine, has been sentenced to 10 years with the Department of Corrections and Rehabilitation with all but 17 days suspended.

Wayne Hoover, 60, Minot, entered his change of plea in North Central District Court on Jan. 8 as a part of a plea agreement that resulted in dismissal of a second Class B felony count of conspiracy to deliver controlled substance-methamphetamine.

According to court documents, the charges against Hoover stemmed from a controlled purchase of methamphetamine orchestrated by the Ward County Narcotics Task Force in April 2024. A confidential informant purchased 3.5 grams of meth from Laura Kirk, an associate of Hoover’s, in Minot. A task force investigator performed a field test on the purchased substance, which tested positive for methamphetamine, according to the affidavit of probable cause.

District Court Judge Douglas Mattson sentenced Hoover to serve 17 days of a 10 year sentence with the Department of Corrections and Rehabilitation, with credit for 17 days already served. Hoover was ordered to complete three years of supervised probation and a chemical dependency evaluation.

Hoover also was assessed $775 in court fines and fees.
