Notice is hereby given that the

County Commissioners of the Coun-

ty of Ward, North Dakota, will re-

ceive sealed bids for Pavement

Marking of approximately 274.94

Miles of County Roads.

For this project bids will ONLY be re-

ceived and accepted via the online

electronic bid service through

QuestCDN.com. All bids must be

submitted by 2:00 P.M., Wednes-

day, March 3rd, 2021.

All bids must be submitted, and all

work shall be done in full compliance

with the approved plans and specifi-

cations for road and bridge construc-

tion now on file in the Office of the

Ward County Engineer.

Copies of the plans, specifications

and proposal forms may be obtained

at the Ward County Highway

Department, 200 72nd St SE Minot,

North Dakota, 58701, upon receipt

of a non-refundable fee of $100.00

for each set of documents, or on

QuestCDN (#7558622) to Qualified

Contractors (registered contractors)

with the North Dakota Department of

Transportation.

All bids are to be submitted on the

basis of cash payment for the work

and materials, electronic bidding, ac-

companied by a bidder’s bond in the

amount of five (5) percent of the total

bid, executed by the bidder as prin-

cipal, and by a surety company au-

thorized to do business in the State

of North Dakota, as a guarantee that

the bidder will do business in the

State of North Dakota, as a guaran-

tee that the bidder will enter into a

contract for performance of such

work in case the contract is awarded

to him.

All bid security shall comply with

Section 11-11-28 and amendments

thereto of the North Dakota Century

Code. In the event NDCC Section

11-11-28 is deemed not to be appli-

cable as a matter of law, then in the

alternative, the Ward County Com-

mission applies its discretionary

power to apply NDCC Section

11-11-28 and all bid security shall

comply fully.

All bidders must be licensed for the

highest amount of their bids, as pro-

vided by Section 3-07-05 of the

North Dakota Century Code.

The Contractor shall give (10) days’

notice prior to starting any construc-

tion work and shall complete the

project no later than July 1st, 2021.

The County Commissioners of Ward

County reserve the right to reject

any or all bids, to waive any irregu-

larities and to hold bids for a period

not to exceed thirty (30) days from

the date of opening.

PERMIT FOR A SOLID WASTE

MANAGEMENT FACILITY UNDER

THE NORTH DAKOTA SOLID

WASTE MANAGEMENT RULES

FACILITY NAME: Bottineau – Per-

mit 0152

APPLICANT: City of Bottineau

BACKGROUND:

On May 11, 2018, the North Dakota

Department of Environmental Quali-

ty (Department) received a permit

application for the renewal for the

City of Bottineau’s inert waste land-

fill.

The City of Bottineau currently owns

and operates an inert waste landfill,

regulated under Permit 0152 on ap-

proximately 39.88 acres located in

the SE1/4 of Section 24, Township

162 North, Range 76 West in Bot-

tineau, North Dakota. The City of

Bottineau is proposing to renew their

permit to continue accepting inert

waste. The facility was first permit-

ted with a special use disposal per-

mit in 1993. All putrescible wastes or

municipal solid wastes (MSW) are

managed at the city of Bottineau’s

transfer station (Permit 0018). The

MSW is compacted and hauled to

Waste Management’s McDaniel

MSW Landfill located near Sawyer,

ND.

The Department believes that a per-

mit which meets the requirements of

the North Dakota Solid Waste

Management Rules and is protective

of human health and the environ-

ment can be issued to the City of

Bottineau and has prepared a Draft

Permit for public review and com-

ment.

PUBLIC COMMENTS AND HEAR-

ING

As required by Section

33.1-20-03.1-03 of the North Dakota

Administrative Code, the Draft Per-

mit will be available for public review

and comment for thirty (30) days fol-

lowing publication of the Public No-

tice. The public comment period be-

gins February 23, 2021 and ends

March 24, 2021. During that period,

any interested person may submit

written comments and request a

public hearing by stating the nature

of the specific issues to be raised. A

fifteen (15) day notice will be provid-

ed before any hearing is scheduled.

The North Dakota Department of

Environmental Quality will consider

all comments prior to taking any ac-

tion on the permit. Comments,

questions and written communica-

tion should be directed to:

tions carrier (ETC) for the purpose of

receiving Federal Communications

Commission’s Rural Digital Oppor-

tunity Fund Phase I funding in

Federal Communications Commis-

sion (FCC) specified census blocks

in rural areas of North Dakota. The

FCC requires that RTC be designat-

ed as an ETC by June 7, 2021.

The issues to be considered in this

Telecommunications Act of 1996,

Section 214(e) for designation as an

ETC eligible to receive federal

universal service funding?

port area should be designated?
