1. Scope of work consists of demo
existing roof at the original school
building to allow for additional roof
insulation and a new fully adhered
EPDM roof system. Alternate 1
scope of work includes prepping
lower roof (only) of existing gymnasi-
um addition to receive cover board
and fully adhered EPDM roof sys-
tem. All project work to be complet-
ed by August 1, 2021.
2. Bidding Documents may be ob-

500 2nd Avenue North, Suite 514,
Fargo, North Dakota 58102 and ex-
amined at the following locations un-
til Bid opening:

fundable check made out to Turtle
Lake – Mercer Public School. Depo-
sits will be refunded once docu-
ments are returned to the Architect
in good condition within 14 days
after bid opening.
¯A pre-bid walk-through is available
upon request.
3. Sealed bids for the Turtle Lake –
Mercer Public School Re-Roof will
be received at the School Adminis-
tration Office located at 250 2nd Ave
West or P.O. Box 160, Turtle Lake,
North Dakota 58575 until 3:00 PM
local time on Thursday, February 18,
2021 at which time they will be
opened and publicly read.
4. Each Bid submitted shall consist
of two separate sealed envelopes,
attached together, with each en-
velope clearly marked, one envelope
marked “Bid Security Bond” and one
envelope marked “Bid”, the
contractor’s name, the project name,
and Thursday, February 18, 2021.
The Bidder’s Security Bond must be
in a sum equal to five percent (5%)
of the full amount of the Bid includ-
ing add alternates made out to the
Turtle Lake – Mercer Public School
and executed by the bidder as prin-
cipal and by a surety company au-
thorized to do business in North
Dakota. If the principal’s bid is ac-
cepted and the contract awarded to
the principal, the principal, within ten
days after notice of the award, shall
execute a contract in accordance
with the terms of the bid and the bid
bond and any condition of the
governing body. A countersignature
of a bid bond is not required. If a
successful bidder does not execute
a contract within ten days allowed,
the bidder’s bond must be forfeited
to the governing body and the pro-
ject awarded to the next lowest
bidder.
5. Each Bidder shall hold a current
and valid North Dakota Contractor’s
License of the proper class issued
by the Secretary of State to cover
the highest amount of their bid as
approved by Section 43 07 12 of
North Dakota Century Code in effect
for a least ten days prior to bid open-
ing. Enclose a copy of the license or
certificate of renewal of the license
in the envelope marked “Bid Securi-
ty Bond”.
6. Each Bidder shall submit in the
second envelope, clearly marked
“Bid”, the Bid Form supplied with the
Bidding Documents. On the outside
of the envelope marked “Bid”, bidder
shall acknowledge receipt of all ad-
denda.
7. Bid submittals which do not fully
comply with the instructions in this
advertisement will be resealed and
returned to the bidder. Turtle Lake –
Mercer Public School reserves the
right to reject any or all bids, and to
waive any informalities until a satis-
factory bid is received.
8. A Performance-Payment Bond
will be required equal to the price
stated in the contract with a condi-
tion to be void if the contractor and
all subcontractors fully perform all
terms, conditions, and provisions of
the contract and pay all bills or
claims on account of labor per-
formed and any supplies, and ma-
terials furnished and used in the per-
formance of the contract, including
all demands of the subcontractors.

the MSU Summer Theatre Renova-
tion – Bid Package 2 will be re-
ceived by the MINOT STATE
UNIVERSITY ADVANCEMENT OF-
FICE in the Westlie Room at the
Student Union on the Campus of
Minot State University, 500 Universi-
ty Avenue West in Minot, ND, until
2:00 PM local time on Thursday,
February 25, 2021, when bids will be
opened and read aloud.
The Information to Bidders, Form of
Bid, Form of Contract, Form of
Performance-Payment Bond, Draw-
ings, Specifications, addenda, and
other contract documents as
prepared by JLG Architects may be
examined at the following places:
The office of JLG Architects, Minot,
North Dakota; the Builders Ex-
changes in Fargo-Moorhead, Grand
Forks, Bismarck-Mandan, Bismarck,
Minot, and Dickinson, North Dakota;
Minneapolis/St. Paul, St. Cloud,
Minnesota and Sioux Falls, South
Dakota; Billings, Montana; Con-
struction Connect and McGraw
Hill/FWDodge.
Bid Documents are available to
Prime bidders at the offices of JLG
Architects, Minot, ND. Digital copies
are available at no charge. Physical
copies can be printed upon request,
at bidder expense.
Each bid must be accompanied by a
separate envelope containing the
contractor’s license and bid security.
The bid security must be in a sum
equal to five percent of the full
amount of the bid and must be in the
form of a bidder’s bond. A bidder’s
bond must be executed by the
bidder as principal and by a surety,
conditioned that if the principals bid
is accepted and the contract award-
ed to the principal, the principal,
within ten days after notice of the
award, shall execute a contract in
accordance with the terms of the
bid, the bid bond, and any conditions
of the governing body. Bids shall
comply with North Dakota Century
Code Chapter Section 48-01.2 as
amended. If a successful bidder
does not execute a contract within
the time allowed, the bidder’s bond
shall be forfeited to the governing
body and the project awarded to the
next lowest responsible bidder.
No bidder may withdraw their bid
within 30 days after the actual date
of the opening thereof. The Bid
Bond of the three lowest Bidders for
each contract will be retained until
the contract has been awarded and
executed, but no longer than thirty
(30) days after the date of the Bid.
All Bidders shall hold a valid North
Dakota Contractor’s license of the
proper class for the full amount of
the bid as required by North Dakota
Law Section 43-07-05 and Section
43-07-12 and shall enclose a copy
of the license or Certificate of
Renewal of the license in the same
envelope as the Bidder’s Bond. A
Contractor shall be the holder of a
license at least ten days prior to the
date set for receiving Bids to be a
qualified Bidder.
No bid will be read or considered
which does not fully comply with the
above requirements as to bond and
licenses, and any deficient bid sub-
mitted must be resealed and re-
turned to the bidder immediately.
Bids shall be in accordance with and
submitted on the Bid form supplied
within the Bid Documents. Failure to
do so may result in rejection of the
Bid. The Owner reserves the right to
reject any and all bids and to waive
any formalities therein and rebid the
project until a satisfactory bid is re-
ceived.
A Pre-Bid Conference will be held at
Minot State University on Tuesday,
February 16, 2021, at 10:00 AM lo-
cal time.

at 4:00 P.M.
Superintendent Dr. Mark Vollmer
gave the board an update on CO-
VID-19.
Secondary Assistant Superintendent
Kim Slotsve updated the board on
staffing in the secondary schools,
noting that we will be advertising
early for hard to fill positions.

Agenda to include the January 7,
2021, Regular Meeting and the
Financial Reports to include the
January Accounts Payable in the
amount of $1,405,914.12.

board a presentation on the pro-
posed revisions to the MPS Rein-
tegration Plan. Moved by Berryman,
seconded by Gessner, to approve
the updated Reintegration Plan as
presented.

and Associates, P.C., gave the
board a report on the Minot Public
School District Audit for the
2019-2020 school year. The school
received a clean opinion from the

ed.
