Christianson moved to approve the
minutes with the addition of Johns
statement on page 3 relating to the
2nd reading of Article 15, Section 1
“Removal” as follows’ “We’re prob-
ably missing the biggest picture, re-
moval. We can’t do it; it is not al-
lowed. I don’t care if its written in this
ordinance or not, it is a misinterpre-
tation of the home rule charter”.
Gantzer seconded. All were in favor,
motion carried.
Johns questioned some employee
hours. Christianson moved to ap-
prove the bills, Thiesen seconded.
All were in favor, motion carried.
Fennewald moved to approve the
Financial Reports, Gantzer second-
ed. All were in favor, motion carried.
Johns moved to promote Waller to
Public Works Director position with a
pay increase of no less than .50c,
Dickinson seconded. Johns – yes;
Dickinson – yes; Christianson – no;
Fennewald – no; Gantzer – no;
Thiesen – no; motion failed.
Christianson moved to refer the
matter to a personnel committee,
Gantzer seconded, discussion.
Christianson amended the motion to
refer it to a personnel committee the
mayor is to appoint, Dickinson
seconded, all in favor, motion
passed.
Tollefson appointed the following:
Fugere, Trana, Howe, Waller, Doyle,
Tollefson & Gantzer.
Ashley Hammer is interested in fil-
ling an open position on the Plan-
ning & Zoning Commission. Johns
moved to appoint Hammer to the
board, Thiesen seconded. All in
favor, motion carried.
Fugere asked about 2 line items in
the general fund; Building Permit
Park Fees and Building Permit Pol-
ice Fee, asking if the yearend bal-
ance should be transferred to the
park and police department. Johns
moved to transfer the funds to the
park and police department, Dickin-
son seconded. All in favor, motion
carried.
Dickinson moved to go into Execu-
tive Session for attorney consulta-
tion on responding to Initial Respon-
dent Questionnaire from Department
of Labor re: Human Rights Com-
plaint under NDCC 44-04-19.1(2),
Christianson seconded. The Execu-
tive Session began at 8:09 and end-
ed at 8:30.
Christianson moved to authorize 1.
Schultz to compile a response to the
Department of Labor with contextual
detail in response to the City
Administrator’s complaint; 2. That
the city accept the department’s invi-
tation to engage in the voluntary
compliance process; 3. The city ap-
point Anita Trana as the contact per-
son for complaints; 4. The city will
not propose a resolution to the com-
plaint on the specific grounds that
we hope to resolve any issues dur-
ing the voluntary compliance pro-
cess which we basically view as a
mediation process, Johns seconded;
Christianson – yes; Johns – yes;
Thiesen – yes; Gantzer – yes; Fen-
newald – yes; Dickinson – yes, mo-
tion carried.
Johns moved to adjourn. *These
minutes subject to review and revi-
sion by City Council. *
