Same thing happened to me a few years back, except I was already in the right-hand lane. My wife and I were driving South on 83, and I thing we had just about reached the Radar base when we noticed a Semi heading North in the southbound lane. I laid on the horn and looked back, but it didn't appear that the truck stopped, slowed down or took any action. My wife called 911. We were certain he would end up killing someone.

The highway 23 intersection with 83 is a confusing one due to the separation of Northbound and Southbound lanes. Seems to be most confusing approaching from the west. Since the Northbound lane isn't visible at the intersection, a lot of people unfamiliar with Highway 83 might assume it's a two-lane highway if they're not paying attention to the signage.

The extra distance between the north and southbound lanes on 83 just south of the radar base increases the likelihood a driver unfamiliar with the intersection will turn onto the southbound lanes when he comes from NewTown.
