Only time will tell if the new water management agreement will keep us safe from flooding. I do not feel safe with the high levels of the three major lakes above us. One story on the 2011 flooding told the spring rain in the upper souris drainage was only 2 inches. When we have a floodway to handle 26,000 cfs; I will feel safe from flood. Then there is the issue of sewer back up.
