Thank you for letting me know about the city ordinance, I plan to check with the city on that. Perhaps some residents are abusing the parking lot spaces but not as likely as there just not being adequate parking for the number of residents living in the downtown area.
Cynthia, the Minot ordinance regarding parking for rental units requires 1 space be made available for each apartment. Ask the City to enforce their own laws.
